The approval framework: Regulation 2018/858

Regulation (EU) 2018/858 sets the system for approving and monitoring vehicles, systems, components and separate technical units. Article 13 makes the manufacturer responsible for the approval procedure and conformity of production, while Article 31 describes continuing conformity checks.

These rules establish who is responsible, how the approved type must be maintained and which production evidence must remain available.

The VIN rules: Implementing Regulation 2021/535

Annex II to Implementing Regulation (EU) 2021/535 defines the VIN composition used by ManageVIN. It covers WMI, VDS, the position-9 check digit, VIS, prohibited characters, numerical VIS positions and the mathematical calculation.

The same Annex also addresses marking, uniqueness and long-term traceability. Those requirements connect the calculated identifier to the physical vehicle and the manufacturer’s records.

Use both sets of rules in production

A practical process starts with an approved vehicle definition, creates a controlled VIN profile, calculates position 9 and prevents duplicate serials. It then records the VIN used for the produced vehicle and keeps that information aligned with the wider approval and conformity process.
